Descartes's "Rule of Signs'' and Poincaré's Positivstellensatz

This is an exposition of Poincaré’s 1883 paper, ``Sur les équations algébriques,‘’ which gives an important refinement of Descartes’s rule of signs and was a precursor of P' olya’s Positivstellensatz.
