Let be an exponentially stable strongly continuous semigroup on a Hilbert space , its generator, the domain of with the norm , and an admissible observation operator taking values in a Hilbert space . Russell and Weiss conjectured that if satisfies the infinite-dimensional Hautus test, then is exactly observable. After a counterexample was found their conjecture was modified to include the additional assumption that is similar to a contraction semigroup. We disprove this modified conjecture by constructing a counterexample in which is normal, has an orthonormal basis of eigenvectors of and is Hilbert-Schmidt. Since is normal and is exponentially stable, it follows that is a contraction semigroup. In contrast, we prove that the Hautus test implies exact observability for self-adjoint . Finally, we show that if is normal and is compact, then the Hautus test implies that has compact resolvent. Consequently, for normal and finite-dimensional the Hautus test implies exact observability.
