Mean values of some Hecke characters

In this paper, we evaluate a smoothed character sum involving ${\sum }_m{\sum }_n\text{leg}mn$, with quadratic, cubic or quartic Hecke characters $\text{leg}mn$, and the two sums over $m$ and $n$ are of comparable lengths.
