Let be the second smallest Laplacian eigenvalue of a graph . The vertex connectivity of , written , is the minimum size of a vertex set such that is disconnected. Fiedler proved that $\mu_2(G) \le \kappa(G)G\mu_2(G)G$. We extend his result to multigraphs. For a pair of vertices and , let be the number of edges with endpoints and . For a vertex , let $m(v)=\max_{u \in N(v)} m(v,u)N(v)vm(G)=\max_{v \in V(G)} m(v)G$ whose underlying graph is not a complete graph, . We also prove that for any -regular multigraph whose underlying graph is not the complete graph with 2 vertices, if , then is 2-connected. For and infinitely many , we construct -regular multigraphs with , , and . These graphs show that the inequality is sharp. In addition, we prove that if is a -regular multigraph whose underlying graph is not a complete graph, then ; equality holds for the graphs in the construction.
