Harbourne constants and arrangements of lines on smooth hypersurfaces in ${\mathbb{P}}_{\mathbb{C}}^3$

In this note we find a bound for the so-called global linear Harbourne constants for smooth hypersurfaces in ${\mathbb{P}}_{\mathbb{C}}^3$
