Given a - design, , a {\it zero-sum -flow} of is a map $f: \cal{B} \longrightarrow {\pm 1, \ldots ,\pm (n-1)}x\in Xf$ around all the blocks incident with is zero. It has been conjectured that every Steiner triple system, STS, on points admits a zero-sum -flow. We show that for every pair , for which a triple system, TS exists, there exists one which has a zero-sum -flow, except when and except possibly when $v \equiv 10\pmod{12}\lambda = 2O(\lambda^2v^2)$ bound on and a recursive result which shows that every STS with a zero-sum -flow can be embedded in an STS with a zero-sum -flow if $v\equiv 3 \pmod 44v\equiv 3 \pmod 65v\equiv 1 \pmod 4$.
