Free loop spaces and the Cauchy--Frobenius Lemma

We upgrade the Cauchy–Frobenius Lemma (`Burnside’s Lemma’) to a homotopy equivalence of $\mathrm{\infty }$-groupoids, essentially given by double counting/Fubini in the free loop space of the quotient.
