Let be a finite group, a -module, and a field. A continuous group homomorphism yields a homomorphism for every . An element is negligible over if for every and every field extension . If for a prime with a trivial -action, an element is eventually negligible over if is negligible over for some . The (eventually) negligible elements over form an ideal of the cohomology ring , called the (eventually) negligible ideal. We prove an analog of Quillen-Venkov for eventually negligible elements. An element is eventually negligible over if and only if the restriction of to the cohomology of each elementary abelian -subgroup of is eventually negligible over . Paired with applications of a Gysin-type long exact sequence, we identify generators of the negligible ideal over of the mod-2 cohomology of dihedral groups, cyclic -groups, and generalized quaternion groups. We prove that the negligible ideal over of the mod-2 cohomology of every finite irreducible Coxeter group is radical. The result was previously known for Weyl groups; we prove it for the remaining non-Weyl types , , and .
